The climate is right for investment in UK wind energy. As an island, the UK has the 40% of the total European wind resource - ideal for electricity generation from wind. Under the Kyoto agreement, the UK has committed to reducing emissions of greenhouse gases from 1990 levels by 12.5% by 2008-2012, but the UK government has extended this commitment to reduce carbon dioxide emissions from 1990 levels by 20% by 2010. Wind energy is seen as a major route to these reductions within the power industry. Renewable energy is strongly supported by the UK government using two main legislative incentives. Wind energy generation is exempt from the Climate Change Levy - a tax on electricity produced using traditional technologies. Wind energy projects also benefit from the Renewable Obligation Certificate (ROC) scheme, under which electricity suppliers are obliged to produce a certain (and increasing) percentage of their electricity from renewable sources. The government is committed to the ROC scheme until 2026 and the amount payable is linked to the retail price index, reducing the investment risk.
